Association Information Note

Information Note Within the Scope of the Business Association’s Charter
The purpose of the association is; to develop industry and education collaborations with public and private sector universities, to increase international competitiveness by enabling production sectors to cooperate with universities, to produce knowledge for export, to transform technological knowledge into commercial products, services, or methods, to develop innovations in products and production methods, to support advanced technology and entrepreneurship, to create new investment areas, to ensure the contribution of domestic and foreign capital to the development of technological infrastructure by increasing employment, to establish, operate and/or have operated integrated economic and social structures containing administrative, social and technically equipped specialized areas for developing high and advanced technology, technology development zones, free zones, tourism, laboratory, health and education areas, as well as areas with goods and services production, repair, storage and warehousing facilities and commercial units (organized industrial zones, technology development and/or health specialized zones, free zones, etc.), or to pioneer their establishment.

The association’s activities and service areas are specified below:

(a) To produce technological knowledge, develop innovations in products and production methods, increase product quality or standards, enhance efficiency, reduce production costs, commercialize technological knowledge, support technology-intensive production and entrepreneurship, ensure the adaptation of small and medium-sized enterprises to new and advanced technologies, create investment opportunities in technology-intensive areas, create employment opportunities for researchers and qualified individuals, assist in international technology transfer, and provide technological infrastructure that will accelerate the entry of foreign capital that will supply high/advanced technology, in cooperation with universities, research institutions and organizations, and production sectors, for the purpose of making the country’s industry internationally competitive and export-oriented,

(b) To establish organized industrial zones, technology development and/or health specialized zones, free zones, etc., which are integrated in economic and social structure with administrative, social and technically equipped specialized areas for developing high and advanced technology, technology development zones, free zones, tourism, laboratory, health and education areas, as well as areas with goods and services production, repair, storage and warehousing facilities and commercial units, or to pioneer their establishment, operation and/or having them operated,

(c) To undertake initiatives and actions under the leadership of universities with the aim of increasing international competitiveness through cooperation between production sectors and universities, producing knowledge for export, transforming technological knowledge into commercial products, services, or methods, developing innovations in products and production methods, supporting advanced technology and entrepreneurship, creating new investment areas, and ensuring the contribution of foreign capital to the development of technological infrastructure by increasing employment,

(d) To create neutral platforms at central and/or local levels in cooperation with the private sector for the development of public policies, with the aim of contributing to the development of all types and qualities of projects in the field of advanced technology,

(e) To ensure the creation of capacity and perspective for the development of high and advanced technology in the private sector, with the aim of supporting public and private sector projects, accelerating and contributing to the creation of the local advanced technology market,

(f) To develop and support the best implementation of high and advanced technology application models and procedures in a transparent and internationally organized manner, with the aim of ensuring that advanced and high technology projects benefit from the most suitable investment opportunities at local and international levels,

(g) To organize training, seminars, panels, open forums, and all kinds of educational activities for relevant sectors regarding the concept of high and advanced technology, its benefits to the sector, and all matters related to high and advanced technology, to compile speeches and papers from educational activities into books, and to contribute to all kinds of research, publications, and educational activities in the field of high and advanced technology,

(h) To examine developed policies, report deficiencies observed in implementation to relevant units, and to form/express opinions for the healthy functioning of high and advanced technology legislation and its implementation.

To achieve the above-mentioned objectives, the association will;
(a) Create platforms at national/local levels that may also include public or private institutions and organizations, with the aim of enabling private sector legal entities to contribute broadly and effectively to policy and project development,

(b) Provide opinions and comments on existing and planned legal regulations, prepare guidebooklets and implementation guides,
(c) Form opinions and recommendations regarding legal regulations related to the sector and its subject, organize necessary meetings and initiatives for this purpose, and undertake initiatives before relevant authorities,

(d) Lead and support academic studies such as articles, theses, projects, seminars, and symposiums, as well as all kinds of educational activities essential for establishing basic principles related to the subject in the private and public sectors with the aim of promoting the concept of high and advanced technology, present these studies to the public through websites or in print, establish libraries, and conduct similar activities,

(e) Conduct rating for high and advanced technology applications, award national and/or international high and advanced technology achievement award(s) to exemplary high and advanced technology applications or exemplary activities in this field,

(f) Prepare reports, publish newspapers, magazines, books, and all kinds of written materials with the aim of increasing legal, economic, and practical knowledge about high and advanced technology, as well as resources containing answers to current issues related to high and advanced technology,

(g) Use distinctive names and signs that promote the concept of high and advanced technology and the association, make necessary registrations and applications for the protection of these signs,

(h) Organize meetings, competitions, courses, seminars, and similar activities to introduce the concept of high and advanced technology to all segments of society and the private sector,

(i) Ensure the development of investments made through high and advanced technology by means of organized seminars, courses, panels, conferences, symposiums, meetings, similar activities, and publications,

(j) Prepare circulars that can be published in print and on the internet on a sectoral basis,

(k) Establish multiple websites under different names, interconnect websites, provide links to each other, redirect to each other, announce the definition, implementation, implementation examples, and other related matters of the association or the concept of high and advanced technology via email or electronic bulletins,

(l) Prepare necessary electronic and internet infrastructure to enable members to communicate and correspond electronically, carry out efforts to establish a knowledge bank and archive, maintain a special section on the website containing consultation documents, project guides, and other documents accessible only to members,

(m) Continuously inform members about legal and procedural developments,

(n) Ensure that all kinds of documents containing the results of organized meetings, seminars, and other activities reach members or interested parties via the library to be established, website, or email,

(o) Support, encourage, and assist members in international cooperation in high and advanced technology fields, provide support for members to enter into contract(s) with potential partner companies, and conduct similar activities,

(p) Collect information about international high and advanced technology units, associations related to high and advanced technology, and other relevant non-governmental organizations and units, organize catalogs and lists, keep them continuously updated and accessible to members, and engage in activities to develop such cooperation opportunities,

(q) Provide information regarding national or international projects on matters requested by members,

(r) Compile, collect, publish, and distribute information on high and advanced technology from all accessible sources at national or international levels, including case analyses, statistics, reports, and contracts,

(s) Accept all kinds of payments such as donations, aid, grants, dues, participation fees, land and infrastructure fees from institutions and organizations, individuals and/or companies that will be accepted as members for the purpose of implementing organized industrial zones, technology development zones, health specialized zones and/or free zones established/to be established and/or operated/having been operated by the association, and may transfer what they have acquired to relevant institutions and organizations, primarily the Ministry of Treasury and Finance, as well as foundations, associations, and universities operating for public benefit, such as Kızılay, AFAD, etc., within the framework of legislation,

(t) To carry out/have carried out quality, standardization and conformity assessment services of all kinds, scales and qualifications, including food, health, tobacco analysis and environmental analysis, calibration services on any subject, reference for consumer safety, reference for infectious diseases, drug and medical device analysis and control, research and reference at all levels including biosafety units, production of laboratory animals, testing and research laboratories, and their buildings,

(u) To build/have built technoparks of all kinds, scales and qualifications, advanced technology specialized organized industrial zones, free zones, warehouses, laboratories, congress centers, fair and exhibition areas, all kinds of social infrastructure areas, facilities, and service areas and buildings for these,

(v) To establish, operate, have operated institutions (universities, colleges, institutes, research centers, kindergartens, nurseries, primary, secondary and higher education institutions, support or preparatory schools, summer schools, student dormitories, housing units, social and/or technical facilities, lodgings, residences, nursing homes, geriatric facilities, laboratories, etc.) of all scales and qualifications nationwide for the purpose of ensuring industry-university cooperation, to become partners in existing ones, or to purchase all rights and assets of foundations and universities from private and/or legal entities, their owners, founders and/or operators, or to exchange them partially or completely with shares of businesses belonging to the association, and/or to transfer them free of charge to the organized industrial zone established/to be established under the leadership of the association,

(w) To make unconditional donations and aid of all kinds of donations, aid, grants, bequests, payments, and similar items obtained from members or externally during the establishment phase of organized industrial zones, technology development zones, health specialized zones and/or free zones established under the leadership of the association or by the association, to foundations, associations, educational institutions of all levels, and public-purpose organizations operating for public purposes such as Kızılay, AFAD, places of worship, etc.; to contribute to the appropriate and rapid establishment and implementation of planned Organized Industrial Zones, Industrial Zones and/or Industrial Cooperatives by contacting relevant institutions and organizations; to appoint representatives from among association members to the Entrepreneurial Committee(s) or Board(s) of Directors that will pioneer their establishment; to regulate the relations between the Entrepreneurial Committee and Cooperative Board of Directors of the Organized Industrial Zone, Industrial Zone and/or Cooperative to be established and association members until the first general assembly meeting to be held according to the relevant articles of Law No. 4562 on Organized Industrial Zones, Law No. 4737 on Industrial Zones, Law No. 1163 on Cooperatives, and other relevant legislation; to send representatives to the management and/or directors’ board of the Organized Industrial Zone, Industrial Zone and/or Industrial Cooperative(s) if deemed necessary during or after the establishment process; to transfer consultancy and undertaking contracts through contract(s) to be made with the Housing Development Administration and/or similar other public institutions to an existing or another legal entity to be established by the association (Company, Cooperative, Industrial Site, Industrial Zone, Organized Industrial Zone, etc.). To implement new contract(s) of all kinds and qualities with new legal entities to transfer members’ rights and obligations regarding the association to the new legal entity to be formed.”
